Safety and Security Sector Education and Training Authority (SASSETA) is a public entity, established in terms of Section 9(1) of the Skills Development Act of 1998, as amended.

 

                                     The following contract position expiring on 31 March 2030 exists in the organisation:

                                                   

SUPPLY CHAIN MANAGEMENT SPECIALIST

                                                       

All-inclusive total annual remuneration package (TCTC): R763 331.00

 

Reporting directly to the Supply Chain Manager, the incumbent shall be responsible for the following:

 

  • Input into the development and implementation of the operations plans, SCM policies and procedures and SCM related Committee Terms of References;
  • Input into the development of the approved SCM procurement plan on an annual basis;
  • Coordinate the completion and development of specifications and/or terms of reference in line with the demand and procurement plan;  
  • Coordinate and participate in the Bid Committee meetings;
  • Compile RFQs and bid documents, ensuring that they accurately reflect the business and compliance requirements in line with the procurement plan / organisational budget;
  • Sourcing prospective service providers on the National Treasury Central Supplier Database (CSD);
  • Place RFQ and tender adverts in relevant media as per the BSC agreement and undertake the pre-evaluation of submitted bids as required;
  • Conduct the pre assessment and due diligence of SCM providers, selection and appointment in line with organisational policies and procedures;
  • Communicate bid decisions to internal and external stakeholders as and when required;
  • Issue orders to service providers and update the purchase order register;
  • Drafting SLAs in line with the SASSETA SLA templates;
  • Coordinate the signing of SLAs and on-boarding of SCM providers;
  • Ensure that the performance and compliance of SCM providers is in line with contractual requirements and SASSETA performance stipulations;
  • Make recommendations on contract termination and extension at contract end;
  • Compilation and/or review of deviation motivations;
  • Coordination of the deviations register;
  • Prepare and secure signed contracts with service providers;
  • Implement required sanctions on suppliers in line with instructions received as required;
  • Ensure the processing of SCM unit providers invoices in line with the SASSETA policy and procedures;
  • Implement the disposal plan;
  • Resolve stakeholder queries and complaints in a manner that maintains the stakeholder relationships within the required timeframes;
  • Build capacity within the team; monitor, evaluate and supervise the team performance;
  • Input into the audit process and queries;
  • Input into the identification and monitoring of departmental risks; and
  • Submit reports as and when required

JOB REQUIREMENTS

 

  • Matric / Grade 12 (NQF Level 4) is required.
  • A minimum of NQF Level 6 qualification in SCM/Logistics/Finance or Business Management is required.
  • A minimum of 3 years SCM experience is required.
  • Must have 2 years supervision experience.
  • Must be computer literate at an intermediate level.
